Page-local reuse with global numbering

This website keeps reusable-footnote identity local to each rendered HTML page, but the visible footnote numbers continue across the project.

José Afonso da Silva is cited here for the first time.1

The same source is cited again on this page, so the second call reuses footnote 1 rather than creating another note.1

The Constitution is a different source and receives footnote 2.2
